We are searching for an experienced MIS and Digital Platform Specialist at our Indonesia facility.

About The Program

Katalis Phase 2 (2026–2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA‑CEPA) through two mutually reinforcing pillars:

Pillar 1: IA‑CEPA institutional architecture & policy reform (secretariat and implementation support).

Pillar 2: Skills, Businesses & Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) to test, scale, and commercialise inclusive, climate‑smart business models with Indonesian SMEs and Australian partners.

The Opportunity

The MIS & Digital Platform Specialist will provide specialist technical oversight and hands‑on support to ensure the continuity, stability, and secure operation of Katalis digital platforms

The Role Will:

• ensure uninterrupted operation of existing websites and digital assets.
• support design and establishment of Katalis Phase 2 MIS architecture; and
• ensure systems are DFAT‑compliant, secure, and fit for adaptive program management.
  
  

Specifically, The MIS & Digital Platform Specialist Will Be Responsible For Two Primary Streams Of Work Over a 1-year Contract Period (with An Option To Extend For An Additional 1-year Term):

Stream 1 - Custom MIS Development & Launch: Leading the end-to-end design, custom module development, process automation, security architecture, and deployment of Katalis’s core Management Information System (MIS) adhering to software development lifecycle (SDLC) standards.

Stream 2 - Ongoing Maintenance & System Support (MIS & WordPress Website): Providing routine monthly technical maintenance, security monitoring, server administration, bug fixes, helpdesk support, and minor feature enhancements for both the newly developed MIS and Katalis’s existing, separate WordPress website.

To ensure neutrality and future scalability, all system development and maintenance must follow vendor-agnostic technical standards while guaranteeing seamless interoperability with Katalis’s broader enterprise software ecosystem (including Microsoft enterprise environments).

Deliverables

• Inception Report & SRS Document Stakeholder requirements matrix, workflow mapping, SRS document, and technical roadmap. (Month 1)
• Architecture & Security Blueprint Database schema (ERD), RBAC security model, API connectors, and hosting environment setup (Month 2)
• Core MIS Modules & Workflows Custom KBPF, MEL, and Finance modules developed, automated approval workflows, and reporting dashboards (Month 4)
• UAT Sign-Off & System Launch Completed UAT test logs, bug fixes, security audit clearance, and production system deployment. (Month 5)
• Monthly Maintenance & Support Logs (Q1-Q2) Monthly logs of website and MIS maintenance activities, security scans, backups, and minor enhancements. Month 1-6 (Bi-Monthly)
• Mid-Term System & Site Audit Security audit report, page speed optimization report, database integrity check, and user feedback review. (Month 6)
• Monthly Maintenance & Support Logs (Q3-Q4) Monthly logs covering post-launch MIS maintenance, WordPress updates, helpdesk tickets, and minor updates. (Month 7-12) (Bi-Monthly)
• Annual System Health & Handover Report Final annual performance review, updated source code repositories, technical admin guide, and Year 2 maintenance plan. (Month 12)

Responsibilities

Stream 1 - MIS Custom Development Lifecycle (Phase 1: Initial 4–5 Months)

• Needs Assessment & System Requirements Specification (SRS): Conduct stakeholder workshops with MEL, Finance, HR, Operations, Leadership teams, Palladium corporate, and other staff as required to document functional specifications, data workflows, and non-functional security/performance requirements.
• Architecture, Database & Security Design: Design normalized relational database schemas (ERD), Role-Based Access Control (RBAC), field encryption, automated audit logs, and RESTful API structures ensuring compliance with DFAT and Palladium data security guidelines.
• Core Module Engineering & Workflow Automation: Build custom integrated modules for contract and activity pipeline and milestone tracking, financial disbursements, travel requests, procurement requests, leave approvals and MEL KPI Performance Reporting, including automated multi-level approval workflows and notification engines.
• Interoperability & Data Migration: Develop secure web services/APIs to ensure seamless data exchange with enterprise environments (including Microsoft enterprise tools) and execute Extraction, Transformation, and Loading (ETL) scripts for legacy data migration.
• Quality Assurance, UAT & Production Launch: Execute Unit, System Integration (SIT), and Security Vulnerability Testing; lead structured User Acceptance Testing (UAT); resolve bugs; and deploy the production system with complete technical documentation.
  
  

Stream 2 - Track A: Developed MIS Post-Deployment Maintenance & Minor Development (Months 5–12)

Allocated monthly Level of Effort (LOE): ~4 to 5 working days per month. Scope includes:

• Routine System Maintenance & Patching: Perform regular server health checks, database indexing, framework/library dependency updates, error log reviews, and routine security patching.
• Data Security, Backups & Disaster Recovery: Execute automated weekly database backups, verify cloud cold-storage redundancy, monitor web application firewalls (WAF), and conduct quarterly recovery restoration drills.
• Minor Enhancements & Modification Requests: Implement minor system tweaks, update data validation fields, configure new MEL indicators/reports, modify user interface (UI) layouts, and refine automated approval workflows as operational needs evolve.
• Helpdesk Support & User Administration: Provide Level 2/3 technical support for system users, manage user accounts and access permissions, troubleshoot data submission issues, and conduct refresher training.
  
  

Stream 2 - Track B: WordPress Website Maintenance & Administration (Existing System, Months 1–12)

Allocated monthly LOE: ~2 to 3 working days per month for KATALIS's up-and-running WordPress website. Scope includes:

• Core, Plugin & Theme Management: Execute monthly updates for WordPress core, active plugins, and custom themes in a staging environment prior to production release to prevent breaking changes.
• Security Enforcement & Malware Scanning: Implement security hardening, SSL/TLS certificate renewals, daily automated security scans, spam protection, and proactive vulnerability remediation.
• Performance & Hosting Optimization: Monitor website uptime, optimize server caching, compress image media assets, clean database overhead, and liaise with the web hosting vendor.
• Technical Site Support & Minor Layout Modifications: Provide technical assistance to the Communications team for publishing complex content, configuring custom page layouts, and fixing broken links/forms.
  
  

Qualifications

• Education: Bachelor’s degree in computer science, Software Engineering, Management Information Systems (MIS), Information Technology, or a directly relevant technical field.
• Professional Experience: Minimum of 5 years of hands-on experience in full-stack software development, custom MIS engineering, database management, and web platform administration. Prior experience with international donor-funded projects (e.g., DFAT, USAID, UN) or major NGOs is highly preferred.
• MIS Development Mastery: Expertise in relational database design (SQL), backend/frontend software frameworks, RESTful API architecture, automated workflow design, and data visualization/dashboard creation. Demonstrated ability to ensure seamless interoperability with Microsoft enterprise environments.
• WordPress & Web Technical Competency: Strong proficiency in WordPress core administration, PHP, custom theme/plugin troubleshooting, database optimization, web hosting (cPanel/Plesk/AWS/Azure), and web security hardening.
• Maintenance & SLA Expertise: Proven track record of managing technical helpdesks, executing systematic patch management, performing disaster recovery drills, and maintaining high system uptime.
